THE Philippine Statistics Authority (PSA) has recorded an increase in the February 2024 headline inflation, which clocked in at 3.4 percent. In a statement, the PSA said the February 2024 headline inflation, which is .6 percentage points higher than the 2.8 percent January 2024 inflation, was due to the higher year-on-year increase in the heavily-weighted food, non-alcoholic beverages and transport. The year-on-year increase in the heavily-weighted food and non-alcoholic beverages was recorded at 4.6 percent in February from 3.5 percent in January, while that of transportation increased from .3 percent to 1.2 percent.Higher inflation was also recorded on housing, water, electricity, gas and other fuels, as well as alcoholic beverages and tobacco. The PSA noted that food and non-alcoholic beverages contributed 1.8 percentage points in the total February 2024 headline inflation, .5 percentage points from restaurant and accommodation services, and .2 percentage points from housing, water, electricity, gas and other fuels. The national food inflation stood at 4.8 percent, higher than the 3.3 percent in January 2024, due to the slower year-on-year decrease in vegetables, tubers, plantains, cooking bananas and pulses index at 11.0 percent. Meat and other parts of slaughtered land animals index recorded a 0.7 percent annual increment.Cereals and cereal products, which include rice, corn, flour, bread and other bakery products, pasta products, and other cereals, also contributed to the upward trend of food inflation in the country which registered a faster annual increment of 17.0 percent in February from 16.3 percent in the previous month.Lower inflation rates, on the other hand, were noted in the following indices:* Clothing and footwear -- 3.6 percent from 3.8 percent;* Furnishings, household equipment and routine household maintenance -- 3.3 percent from 3.9 percent* Health -- 3.0 percent from 3.3 percent;* Information and communication -- 0.4 percent from 0.5 percent* Recreation, sport and culture -- 3.8 percent from 4.0 percent* Restaurants and accommodation services -- 5.3 percent from 5.5 percent* Personal care, and miscellaneous goods and services -- 3.8 percent from 4.0 percentThe following food groups also indicated lower annual growth rates:* Fish and other seafood -- 0.7 percent from 1.2 percent* Milk, other dairy products and eggs -- 3.5 percent from 5.6 percent;* Fruits and nuts -- 8.7 percent from 10.0 percent; and* Ready-made food and other food products not elsewhere classified -- 4.6 percent from 4.7 percentMeanwhile, in a statement, National Economic Development Authority (Neda) Secretary Arsenio Balisacan assured that the government is intensifying its efforts to mitigate the effects of the El Niño phenomenon, which is one of the factors seen to affect the increase of prices or goods and services at a certain period of time, and help keep the inflation rate within the government’s target.Balisacan noted rice as a top contributor to the month’s inflation, accounting for 2.1 percentage points, while the slight acceleration in meat inflation was attributed to price increases in pork and beef.“As we navigate the economic landscape, it is imperative that we remain vigilant and proactive in our approach to managing inflationary pressures. While we have seen some relief from certain inflation risks, we must not become complacent. The potential impact of a strong El Niño weather pattern on food prices is a significant concern for our community. Rising transportation costs, electricity rates, and volatile oil markets are putting pressure on household finances. Our team is actively formulating robust strategies with the concerned agencies in response to these challenges. We must be agile, adaptive, and forward-thinking,” he said.Balisacan said they are hopeful as international rice prices have started to ease, and local supply is expected to increase with the dry season harvest beginning this month through April. He said the Department of Agriculture (DA) is collaborating closely with the International Rice Research Institute to increase the country’s rice production.Meanwhile, the next phase of the vaccine test for African Swine Fever (ASF) is awaiting Food and Drug Administration approval.Once the ASF vaccine is proven efficacious, the government will roll out a vaccination campaign to help ensure adequate pork supply in the country. MOALBOAL Mayor Inocentes Cabaron has issued a stern warning to tourists in that southern town, particularly those engaged in water activities, to refrain from disturbing marine life.“We will not tolerate actions such as this,” said Cabaron after a video surfaced online last Monday, March 11, 2024, showing a female tourist touching a sea turtle while snorkeling in Panagsama Beach, one of Moalboal’s top tourist attractions. The video concerned netizens. It gained 3.4 million views as of 8 p.m. Friday, March 15.“Shoutout to the woman who can’t understand simple instructions. She’s been told numerous times that it’s ‘prohibited’ to touch the turtles. Not only did she touch them, she even pushed them,” the uploader under the TikTok handle “HomeWorkoutBasic” said in Pilipino. The incident reportedly happened on Saturday, March 9. “What happened to this woman? She’s not following the rules! She knows that touching sea turtles is not allowed,” another Facebook user said while sharing a SunStar Cebu post on the matter. Moalboal officials have since issued a reminder to the public on Wednesday, March 13, emphasizing the importance of respecting marine wildlife and refraining from any activities that may cause harm to them. Cabaron expressed disappointment saying that tourists are given a thorough briefing on proper conduct before participating in any activities. “They are told not to touch the marine life because we have a local ordinance that [protects] them. It is disappointing that despite the briefing and regular reminders, incidents like this happen,” said Cabaron. The mayor explained that there is a local ordinance in place that aims to protect marine life, and anyone caught violating the ordinance will be fined P2,500.The ordinance entitled “Institutionalizing and regulating the conduct of snorkeling and island hopping activities within the Pescador Island, marine protected areas, and other coastal areas within the municipal waters, and the establishment of the environmental user’s fee system” was passed on Sept. 27, 2021.Section 20 of the ordinance lists 13 violations, including a prohibition on touching any marine life.Moalboal officials are now looking for the tourist and her local guide that was seen in the video.“We treasure and protect our marine life because as a tourist town, it is a major factor in our economy. We will not tolerate actions such as this and we will ensure that the individual will be fined to discourage similar reckless actions,” Cabaron said.Wild animalsMylene Panuncial-Sadagnot, a marine biologist for 21 years and professor at Cebu Normal University, said turtles, like other wild animals, are not domesticated pets that go about and seek people’s attention at times. She also said touching turtles could provoke them to retaliate or bite if they feel agitated by the presence of humans viewed as a potential threat.Sadagnot observed that turtles in Moalboal do not necessarily reproduce there, as they primarily use the area as a feeding ground rather than a breeding site. Male turtles eventually migrate and depart for the breeding season, leaving female turtles accustomed to the environment. She explained the situation is dangerous for both humans and turtles as it could result in bites or wounds that could be severe for humans; and secondly, turtles might be vulnerable to poaching.Poaching refers to the illegal hunting, capturing, or killing of wildlife, typically for commercial gain. Additionally, the waters of Moalboal are part of the Tañon Strait Protected Seascape, located between the islands of Cebu and Negros. It is the largest marine protected area in the Philippines, covering 5,182 square kilometers.Under Presidential Proclamation 1234, which created the protected seascape in 1998, the entire Tañon Strait is protected, and all cetaceans are afforded full protection by local and national laws.Cabaron said the local tourism office is moving to improve the quality of snorkeling guides by having them accredited by the Department of Tourism. To achieve this, officials recently conducted a seven-day seminar for around 200 guides in Moalboal. The seminar mainly focused on teaching proper protocols in handling guests and marine life. / KJF, CDF licensed online casinos IF HE runs for mayor of Cebu City in the 2025 midterm elections, his runningmate will be former mayor Tomas Osmeña.City Councilor Nestor Archival made the announcement during the Openline media forum on Tuesday, March 12, 2024.Rodrigo “Bebot” Abellanosa is his candidate for south district representative, while Mary Ann de los Santos is his candidate for north district representative. His lineup for city councilors in the south district consists of Jose Abellanosa, Margarita “Margot” Osmeña, and Eugenio “Jun” Gabuya, while in the north district it consists of Sisinio “Bebs” Andales, Alvin Dizon and Alvin Arcilla. However, the minority floor leader said his final decision will solely rest on securing enough financial support to fuel a campaign. Otherwise, it’s a no-go.He also clarified that the list is not yet final, saying it is subject to the collective decision of their political party, the Bando Osmeña Purok Kauswagan (BOPK). Former mayor Osmeña endorsed Archival for mayor last month.“He might not be a ‘good’ candidate, but I know he would be a good mayor,” Osmeña told SunStar Cebu in a report published on Feb. 28. Archival is one of four individuals who have expressed their intention to run for mayor next year. The other three are incumbent Mayor Michael Rama, Metropolitan Cebu Water District board chairman Jose Daluz III, and former Bureau of Customs commissioner Yogi Filemon Ruiz. During the 2022 national and local elections, Archival ranked first among the candidates running for councilor in the north district after he garnered 125,485 votes.Aside from being an engineer, Archival is also a businessman and a known environmental advocate.“I was telling Tommy to give me time. I mean, the willingness is one of the ingredients to run but some of the resources like financial resources you need that. If I cannot find it, then I don’t run. So, I’m trying to find ways on how I can find it,” Archival said. If he wins the mayoral race, Archival said that among his agenda will be the “in-house” order within the City’s leadership. He said he has observed over the years that many City Hall officials are either neophytes or inexperienced. He said they must be complemented with individuals who are experienced and experts for better management of manpower and resources of the City Government. He said he will also look for “right” and “realistic” finances that will efficiently fuel the City’s programs and projects thus avoiding wastage. This will include allocating and appropriating only needed funds for every department based on their annual expenses. In his experience, some departments receive more funds than what they need for their annual expenses, he said. Archival said he will be stringent in funding and allocating the City’s coffers to only vital services, programs and projects. / EHP
